Giving Animals a Voice Beyond the Shelter
At Hope 4 Paws Humane Society, compassion does not stop at rescue or adoption—it extends into the policies and laws that protect animals long before they ever reach a shelter. Advocacy is a core part of our mission to ensure humane treatment, proper care, and safety for animals throughout our community.
Patricia Cronin, former Hope4Paws Board member, appeared before the NJ Assembly Agricultural Committee and spoke in support of the Cost of Care bill S981/A2354. Thanks in large part to her advocacy, Governor Phil Murphy signed the legislation into law.
Leadership-Driven Advocacy
Several members of our Board of Directors are personally committed to advancing animal welfare legislation and have actively participated in:

Legislative Advocacy in Action
Hope4Paws actively supports and advances legislation that strengthens animal welfare protections and improves enforcement against abuse, neglect, and inhumane practices.
Cost of Care Legislation (S981 / A2354 – 2023)
Hope4Paws strongly supported the Cost of Care Bill, which allows law enforcement to enter private property to remove animals from abusive environments and place them in the care of licensed shelters or kennels. This critical legislation ensures that animals are protected while legal proceedings are underway, rather than remaining in harmful conditions.
This bill was presented before the New Jersey State Assembly and was ultimately signed into law by the Governor of New Jersey.
Puppy Mill Bill (S2511 / A4051)
Hope4Paws also advocated for the Puppy Mill Bill, which prohibits the sale of cats, dogs, and rabbits by retail pet shops—an essential step in reducing demand for animals bred in inhumane, high-volume breeding facilities.
This legislation was supported at the municipal level through the Plainfield City Council, where it was approved and passed before moving forward to the state legislature.
This bill was presented before the New Jersey State Assembly and was ultimately was not signed into law by the outgoing Governor of New Jersey. We intend to support future versions of this bill.
